This is not what I saw on Fladaigh Chuain, but it is worth looking our for on exposed clifftops. Note the shape of the basal leaves.

ssp minimus has broad leaves, with some as wide as long, with an ingressed base, your picture looks to me very different – I imagine instead one of the varieties of ssp flammula.

Paul says: “Original image was from 2006, this one was confirmed by the referee, Richard Gornall. I believe he said that the leaves were somewhat less rounded than typically, but from >1 image he was happy with it.”

Feedback from Richard on the photo is “it is not R. minimus and is actually closer to var. scoticus” – scoticus did cross my mind though the lower leaves appeared rather present there (comparable to the other leaves), but they do perhaps have the scoticus quality of expiring early, bearing in mind their habitat challenges in the photo.
